The Measuring Instruments Directive (MID) was introduced largely to protect the tenant from being charged electricity from non-approved meters.  Changes to the directive in 2016 clarifies than any new meter installed for billing purposes must be MID approved unless the terms of the lease between the landlord and tenant states that billing can be charged from a non-MID approved meter.
